Explanation of the Ubuntu delta and why it can be dropped:

Our only change was a g++ 4.3 compile fix that debian has now too.

Changelog since current intrepid version 3.6-14ubuntu1:

recode (3.6-15) unstable; urgency=low

  * Reduced size of "ignore" element in struct recode_symbol to 1 bit.
    Should make gcc-4.3 happy. Closes: #462004.
