Please sync vzctl 3.0.22-9 (universe) from Debian unstable (main).
Explanation of the Ubuntu delta and why it can be dropped:
Changes made in Ubuntu have been adopted by Debian, except the default
template config, which is "debian" in Debian now and had been changed
to "ubuntu" by me for Hardy.
Since the "ubuntu" config gets installed as symlink to the "debian"
config, we can use "debian" for Ubuntu, too. It does not rectify a
delta to Debian.

* Correction of capability problem on some platforms. Closes: #482974.
