- doc/make-doc.py: Add file encoding to make python 2.5 happy
(fixes FTBFS).

The only significant change was adding the file encoding in
debian/patches/python-encoding.diff for doc/make-doc.py. This change has
been added upstream, as can be seen from this Debian changelog entry:
sdl-stretch (0.2.3-9) unstable; urgency=low
* debian/patches/python.diff:
- Specify encoding in python script. (Closes: bug#476991).
* debian/control:
- Bump Standards-Version to 3.7.3.
- Move homepage to pseudo-header from description.
- Move libsdl-stretch-dev to section libdevel.
- Relax build-depends on libsdl1.2-dev.
* debian/libsdl-stretch-dev.doc-base:
- Fix section.
- Fix whitespaces in description.
* debian/rules:
- Don't ignore errors on make distclean.

The only other Ubuntu change, modifying the maintainer field, can be
safely dropped. This allows us to perform a sync of this package.
There is one issue that must be considered before syncing this package.
In Ubuntu, the encoding was set to "latin-1", but in Debian, the
encoding was set to "iso-8859-15". I am not sure if this difference is
significant enough to warrant a merge. If it is, please say so, and I
will gladly take care of it. Otherwise, this package can be synced.
