Michele removed the bashisms so that it would build with /bin/sh. Now,
here is the most recent Debian entry in debian/changelog:
uucpsend (1.1-4) unstable; urgency=low
* Lock shell to bash in the root Makefile (really closes: Bug#379712)

Debian chose to simply set the SHELL variable to /bin/bash. Both of the
solutions are valid. As a result, I feel we should drop our changes in
favor of a sync from Debian.
