[Bug 252749] [NEW] preemtive block of "joomla"

Public security bug reported:

I would like the source package "joomla" to be preemptively blocked from
entering Ubuntu from Debian, if the Debian ITP[1] ever actually goes
through.  Joomla has over 200 CVEs associated with it[2], and I do not
want to see it as a part of the Ubuntu distribution.
