Rejecting rapache

Hi,

I have to reject rapache. The orig.tar.gz does not have a copy of the
license (GPL 3). Upstream needs to fix this, but for now, repackaging
the orig.tar.gz with COPYING is acceptable.

Also, debian/copyright says that the license would be GPL 2+, but it
is 3+.
