Explanation of the Ubuntu delta and why it can be dropped:

The Ubuntu delta has been implemented in Debian as most of
the Ubuntu changes were the new upstream release

Changelog since current intrepid version 0.7.2-0ubuntu1:

bip (0.7.4-1) unstable; urgency=low

  * New Upstream Version
  * Drop bip.conf.man.fix.diff, now upstream.
  * Bump standards version to 3.8.0 (no change needed).
