Please install python-libxml2 on drescher

Hello,

in order to use python-launchpad-bugs on drescher to automatically
process archive admin bugs we need python-libxml2 on drescher. I
locally unpacked it into ~lp_archive/python for now, but I'd rather
use the official package (eases maintenance).
