Please sync ocp 1:0.1.15-1 from Debian unstable main to Universe.

Requested by Debian maintainer.

   * New upstream version.
   * debian/control:
     + Moved homepage field.
     + Updated standards version.
     + Added provides line.
   * debian/watch: Added.
   * debian/compat: Bumped version.
   * debian/copyright: Updated.
   * Added Multimedia Team to Uploaders.
   * Added an override for an empty directory that is needed.
