Rejecting mpeg4ip

Hi John,

I have to reject mpeg4ip: 

 * doc/MPEG4IP_Guide.pdf falls under MPL, but is not (and neither has
   an accompanying) source code; this needs to be removed, there needs
   to be an .odt, .tex, or whatever which is source, or it needs to
   ship under a different license such as BSD.

 * orig.tar.gz ships an ELF binary: ./lib/rtp/test-libcommon

 * Is WMP4PLAYER.HLP in prefered form of modification? Is there an
   editor for it?
