It also needs gcc-avr and binutils-avr to be synced.

The gcc-avr rdepends on simulavr, that doesn't have any new version at debian, it should build fine.
The binutils-avr only rdepends on gcc-avr, so  no problem with it.

The last synced avr-libc needs them to built properly.
