Please sync gstreamer0.10-ffmpeg 0.10.3-5 (universe) from Debian

Explanation of the Ubuntu delta and why it can be dropped:
The Ubuntu changes (pointing out that the package is the Ubuntu one and the url is the launchpad one) are now in Debian by checking lsb_release output and passing the Ubuntu url and name if it's Ubuntu.
