Please sync gretl 1.7.1-3 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
The only ubuntu change is 'Change fftw3-dev to libfftw3-dev'. This is fixed in debian

gretl (1.7.1-2) unstable; urgency=low

  * debian/control: Switched Build-Depends on fftw to 'libfftw3-dev'
