[Bug 189172] [NEW] sync-source.py does not recognize LP bugs in changelogs

Public bug reported:

The ftpmaster-tools/sync-source.py script in use on drescher.ubuntu.com
parses 'Closes: ' syntax bug closures out of debian/changelog, but it
does not parse 'LP: ' bug closures which are (obviously) what Ubuntu is
actually using, so it's not possible to take advantage of automatic bug
closures for packages synced from elsewhere.  This is something that
would be quite useful for those packages which are maintained
collaboratively in Debian and Ubuntu.
