[Bug 271221] [NEW] Backport grace 5.1.22 to Hardy

Version 5.1.22 (already in Intrepid) brings few bugfixes (#485345) to
version 5.1.21 currently in Hardy. See bug #248924 and bug #250981 for
reference.

  * Switch from FFTW2 to FFTW3. Use pkg-config to locate FFTW3.
