FWIW, lpia is not the only arch with kernels in universe; there are i386,
amd64 kernel flavors that are universe-only.  The difference is that for
lpia, it's the *main* flavor that currently sits in universe.

I suspect the rationale for placing these in universe originally may have
had to do with the fact that they're not needed for CD builds, and therefore
weren't seeded?
