[Bug 144243] Should be in universe instead of multiverse

Public bug reported:

Binary package hint: zsnes

In Debian zsnes was historically in contrib[0] because this free
emulator needs non-free ROMs (i.e. games). There are people who
disagree, because free ROMs are theoretically possible. Nowadays it is
in main[0], because of the latter.

The source itself was released under the GPL[1] on April 2, 2001[2], so
I don't see why this package should be kept in multiverse instead of
universe.
