new packages freeze policy

Agreed, there needs to be a visible deadline for this.

Bear in mind, though, that since the archive admins won't know how much time
they need to reserve to process the backlog, and that people tend to wait
until the deadline before uploading, this deadline will be substantially
earlier than the present one.
