[Bug 117812] sync libiptcdata 1.0.2-1 from debian unstable

Public bug reported:

Please sync libiptcdata 1.0.2-1 from debian unstable.

Ubuntu's current package is for very old version (0.2.1) which was
initially packaged by Hubert Figuiere for Ubuntu. His work was then used
for preparation of the package for Debian as indicated in the Debian
changelog:

libiptcdata (0.2.1-1) experimental; urgency=low

  [ Ian Wienand ]
  * Import for Debian -- thanks to Hubert for packaging (closes: #407104)

Debian package therefore includes all Ubuntu specific changes.

Debian package uses latest release, therefore we can also use their
orig.tar.gz package (no mismatch with ubuntu orig.tar.gz).

All ubuntu changes can be overridden.
