Archive admin for ubuntu-mobile

We're bringing in a relatively large number of new packages for
ubuntu-mobile.  Tollef is doing the uploads, and since he prefers
(logically) not to approve his own uploads, their progress into the archive
is usually delayed.

I'd like to ask the archive team to nominate someone to shepherd these
packages in, since this project is very time-sensitive and it's important
that we make quick progress in order to meet our deadlines.
