Rejecting libhildon binaries, demoting

Hi!

I demoted libhildon into universe since there has been no MIR for it.

I also rejected the binaries, for the following reasons:

 * libhildon1 should be libhildon-1-0 to match its SONAME, or the
   SONAME needs to be fixed (probably better); similar to
   libhildon-1-0-dev

 * -dev and -dbg do not have any long description
