Rejecting libclass-trait-perl from source NEW

Hi Adrien,

I had to reject libclass-trait-perl, since the upstream tarball does
not ship a copy of the licenses it is distributed under. This is an
error in Debian as well. Can you please repack the orig.tar.gz to add
it, and coordinate with Debian and upstream?
