[Bug 120390] Re: sync libept 0.5.3 from debian unstable

pkgdepcache-writestatefile.dpatch was the patch, it added
pkgDepCache::writeStateFile to ept's cache which was needed by ubuntu's
apt.  However the cache code it patched is now gone so it is no longer
needed.
