Binary package hint: ecj

please sync ecj (3.3.0-1) from unstable; ubuntu changes included in the
debian package; libecj-java is plitted out and needs to be promoted to
main.

ecj (3.3.0-1) unstable; urgency=low

  * New upstream release.
  * Don't reference the transitional bootstrap package in the README.
    Closes: #426887.
  * Split out the library into libecj-java. Closes: #421621.
