Rejecting ubuntustudio-sounds

Hi Toby,

I rejected ubuntustudio-sounds, because the licensing is a mess and
highly unclear:

 * COPYING has *both* a CC and GPL license and does not specify which
   is applicable to which files.
 * README, in section "LICENSE" says that the sounds are "provided
   under the Artistic License with minor additions to it."

Please clarify the license situation.
