Ubuntu change can be dropped (python build-dep change).

   * Non-maintainer upload.
   * Update package to the last python policy (Closes: #373453):
     + use dh_pysupport.
     + only build for python2.3 since build system does not supports anything
       else.
   * Bump Standards-Version to 3.7.2.
   * Fix libmetakit2.4.9.3-dev.doc-base.
