Please sync php-sqlite3 (0.4-2) from Debian unstable (main).

The Ubuntu changes are:
 - make php{4,5}-sqlite3 depend on the right phpapi version for php{4,5}
 => also fixed in the Debian package

The package builds clean in a feisty pbuilder.
