python-distutils-extra rejected

Hi,

I've just rejected python-distutils-extra due to no licence in the
.tar.gz.  There's a short note (and the GPL blurb) in
debian/copyright, but the .tar.gz needs to include a full copy of the
GPL.  I would recommend putting it in a LICENSE file in the base
directory in the tarball.
