Please sync jadetex 3.13-9  (main) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
We used to have a conffile removal in the preinst that applied
to +       if dpkg --compare-versions "$2" le "3.13-3" && \
+         (dpkg --compare-versions "$2" le "3.13-2.1ubuntu0" || \
+          dpkg --compare-versions "$2" ge "3.13-3")
Those versions are pre-dapper (dapper has 3.13-6ubuntu2) so we can
drop that now

Changelog since current hardy version 3.13-8ubuntu1:

jadetex (3.13-9) unstable; urgency=low

  * Remove most settings from texmf.d/96JadeTeX.cnf, they were lower than
    the original tex-common settings. [fk]
  * Allow "reconfigure" as an alternative to "configure" as postinst
    argument. [fk]
  * Fix a missing "s" in the maintainer address
  * convert the changelog file to UTF8 (Closes: #396030)
  * rework the README.Debian file (Closes: #364109)
  * use dpkg-query instead of grepping in status in postinst
