Please sync ctypes (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
The only ubuntu change was adding lpia to the Architecture: field, and the package is now Arch: any in debian

Changelog since current gutsy version 1.0.1-1ubuntu1:

ctypes (1.0.2-2) unstable; urgency=low

  * Added XS-Vcs-* fields
  * Add ${shlibs:Depends} to Depends and dh_shlibdeps call in debian/rules
    (ergo new libffi4 runtime dependency)

ctypes (1.0.2-1) unstable; urgency=low

  * New upstream release
  * Changed debian/control Architecture to any because the last platform not 
    to have FFI_CLOSURE support now has it (arm) (closes: #397653).
  * Use external libffi instead of built-in libffi. 
  * Included a test suite run while building.
