Please sync gem (universe) from Debian unstable (main).
Explanation of the Ubuntu delta and why it can be dropped:
The Ubuntu changes are to replace xlibs-static-dev with a bunch of x11proto-* packages, along with linux-kernel-headers -> linux-libc-dev in the Build-Depends. A patch was added to fix a FTBFS on amd64. None of these changes are required any more, the current package builds and installs fine in a amd64 Gutsy chroot.
