Please sync libdvb (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
s/linux-kernel-headers/linux-libc-dev/ is now in Debian.

libdvb (0.5.5.1-5) unstable; urgency=high

  * Rename linux-kernel-headers build-dep to linux-libc-dev; closes:
