Cowboy hack to disable dpkg bzip2 Pre-Depends: test

Hi Celso,

in order to not waste 12 hours of buildd time for OO.o and delay the
Tribe 4 release, I disabled the bzip2'ed .deb dpkg Pre-Depends: test.
It is not necessary at all any more anyway.
