* Build-Depends: debhelper, dpatch (moved from B-D-I)
* Build-Depend on texlive-latex-recommended, texlive-fonts-recommended,
texlive-latex-extra, gs-common, instead of tetex-extra and add build-deps
on foiltex, context
* remove tetex-* from Depends, now dummy
* build-depend on texlive-pstricks to force prosper not to pull in
the whole tetex-extra mess (see #423013)
* fix manual build (closes: #424969)
* disable pp4 example build, needs unavailable .sty
* move config files into /etc/texmf/tex/latex/texpower (closes: #420837)
