[Bug 62696] Task headers in Packages files do not match seeds exactly

Public bug reported:

The Packages file in edgy contains Tasks headers for the seeds we have.

But packages that are only in the seed for a selected architecture (e.g.
hfsutils is only in ubuntu-standard on ppc) this does not work and the
task header is put into all architecture.

This is a problem now that we use apt-gets install-task feature to
install the livefs as it installs unneeded packages.
