[Bug 62120] Please sync fluxbox 0.9.15.1+1.0rc2-1 (universe) from Debian experimental (main)

Public bug reported:

Despite the version notation, there is a Ubuntu delta (addition of a
build dependency). It's ok to override the Ubuntu change below; it was
subsumed in Debian's 0.9.14-1.1.
