[Bug 61863] Please sync xsp 1.1.17.1-1 from debian/unstable (main)

Hi,
please sync xsp 1.1.17.1-1 from debian/unstable (main). The Ubuntu changes can be overridden as they're in the Debian package too now. The only Ubuntu change was changing cli-common to cli-common-dev as build dependency.

Below is the new changelog entry:

 xsp (1.1.17.1-1) unstable; urgency=low
 .
   * New upstream release
   * Dylan R. E. Moonfire
     + Updated templates to resolve lintian errors.
