Please sync tulip (universe) from Debian unstable (main).

+  * Capitalize GUI in extended descriptions.
+  * Use "doc" section for tulip-doc as per archive override.
+  * Moved tlprender to its own package so the libosmesa packaging issue do
+    not prevent anyone to use tulip itself using accelerated OpenGL
+    (somewhat helps with #390374).  tlprender replaces previous tulip
+    versions for this, and recommends tulip fot the plugins.
