After discussion on #ubuntu-motu, my understanding is that UVF exception
is not needed, so I'll unsubscribe ubuntu-universe-sponsors and
subscribe ubuntu-archive now.

- The -6 version of bandwidthd you currently have in Ubuntu Universe has an unfortunate bug in the build system which makes all packages that is built like the Debian Buildds invokes a build to miss files... (The -3 version you have in dapper doesn't have this problem btw.)
- Please update to the latest version in Debian Unstable - this one should be suitable for release...
