[Bug 73847] tagcoll has been renamed to tagcoll2 in Debian

Public bug reported:

Since September, tagcoll has been renamed to tagcoll2 in Debian.
In Ubuntu, tagcoll is still at 1.x and tagcoll2 doesn't exist.
Some programs are waiting for this dependency to be built.
