NEW cleared

After about a day and a half's work, I've cleared the NEW queue down to
7 items (though I'm sure it'll go up again after dep-waits clear). Those
remaining items are all zope* packages which were removed in dapper but
mistakenly not sync-blacklisted; I'm waiting for advice from doko on
whether they should be removed again.
