germinate 0.11ubuntu5 on drescher

Could you please build and install this germinate source package (a
further backport from edgy) on drescher?

  chinstrap:~cjwatson/germinate/germinate_0.11ubuntu5.dsc

This is part of a slew of miscellaneous fixes for
https://launchpad.net/distros/ubuntu/+bug/67961; following this, a
related change can be made to cron.germinate that means
http://people.ubuntu.com/~cjwatson/seeds/ shouldn't be operationally
required any more.
