[Bug 75114] Please sync postgresql-8.2 from Debian experimental

Public bug reported:

PostgreSQL 8.2 has been released recently, and I uploaded the final
version to Debian experimental. I don't want to upload it to unstable
since it would disrupt the etch release process (new client lib soname,
porting of extensions).

But since we have the main/universe separation in Ubuntu, it is
relatively easy to rebuilt the handful of libpq4 reverse dependencies
against libpq5, and all the external server extensions are in universe
anyway, so they can continue to use 8.1 which will remain in universe.
