Salam
Khaled is the maintainer of the ubuntu arabic transalation project  
which is different of the ubuntu-arabic project. The first one is  
working to translate ubuntu in arabic. The second one aimed to build  
an arabic community of ubuntu users. Jad was one of the maintainers of  
this project and it's web site and I don't know why he decide to leave  
it and not ask for passing it to other interested people.
I think that we can contact canonical as the trade mark owner of  
ubuntu to ask them get the ubuntu-arabic domain back to them and why  
not reactivate it if there is who can do it
