Usually there would be different binaries, each using a different mo
file. Build on the mo file for the gui binary.

As to my comment from 2009-06-28 - the title of this bug should be "stop *building* ..." and not "stop importing...". 
The maintainers of each package can decide which translations to build. And that will also mean smaller diff comparing to Debian.

While Debian freezes Hebrew translation in terminal, Ubuntu keeps importing them. It is most annoying and should be stopped.
