ARB reviewers in IRC to answer questions

Hi all,

The ARB is starting up a new series of "review shifts": a 4 hour block
each week, where one of the members will be available on IRC for
questions and focused on tending the queue of ARB submissions. Here's
the schedule for the next few weeks, my shift starts in about an hour:
