The Software Center is only available on the Ubuntu Desktop (since
10.04). That,  in itself, is not the issue. Since the Ubuntu Server
does not support the Software Center client, there is no way to tie
into the payment system at present. The only option for Ubuntu Server
today is either the Partner repository route (supports FREE commercial
apps) or the MOTU/REVU (only supports FLOSS) route for Universe or
Multiverse. None of the available options support paid server
applications directly.

Sounds as if we may need to update developer.u.c with some detail that
would clarify.
