Ubuntu Mate 17.04

Hi,
not sure what happened on my system but, when playing with ubuntu mate
17.04 beta 2, during the live system, all worked well, but after
install, orca wont read except the open windows of programs. for
example, pressing alt+f1 to bring up menus is silent, but if i press
ctrl+alt+t to open terminal, orca works on that window. but again, if
i press alt+f1, or alt+f2, or going to the desktop, or going to panel
with ctrl+alt+escape, orca silent. that was ubuntu 17.04 beta 2 32
bit. Sorry if i am wrong.
