orca and mate 1.18 that used gtk3

Hi,
that version was ubuntu mate 17.04 beta 2, if i use the live system to
play with linux, it works as usual. but once installed, orca wont read
desktops, menus and so on. if i open terminal, orca reads that but if
i press alt+f1 to bring the mate menu, nothing. i hit up arrow and
enter and enter to shut down, it did but orca does not speak it. Is
this caused by mate 1.18 using gtk3?
