accessible EFI?

hello group,
does anyone happen to know if there is a project to make an accessible EFI? I recently had to have some work done on a laptop and the EFI was something I could not work in. The person helping me out thought it looked a bit like an abbreviated linux shell.

anyone have any ideas?

Also, does anyone happen to know what programming environment is used to compile a working EFI image?
